Date: 12/22/1999 1:03 PM Subject: File no. S7-24-99 I am continually hopefull that you will level the playing grounds for all stocks to the individual investors by endorsing the abolishment of naked shorting on OTC:BB stocks. Time and time again I have seen wild stock swings on these stocks that have been totally manipulated by the market makers. As an obvious example, mostly all buys from investors taking place, yet the market makers keep lowering the prices throughout the day. Thousands of investors who monitor these stocks have seen this take place time and again and are totally fed up by this kind of action. I'm hoping as well that you will keep the Uptick rule in place for all of our protection. Massive attacks by the shorts would occur if this rule is removed on stocks and only benefit the big corporation traders. Below is a general consensus from many investors that I associate with. 1) We the Individual Investing public, want to have the shorting Rules that currently cover the Main Exchanges (the NASDAQ, NYSE, and the AMEX), Extended to the stocks and companies that trade on the OTCBB. and 2) We the Individual Investing Public, want to make sure that the Uptick rule is KEPT IN PLACE for our protection so as to avoid 'bear raids' and 'pile on' attacks by the shorts that would most assuredly occur, if this current protection is removed! Respectfully Yours, Alan F. Miller
