I am writing in response to the shorting of stock issue on the 
OTC BB.  In my opinion,
     
1.  This issue should be regulated;
     
2.  The playing field should be even for all;
     
3.  The failure to consider the "little man" and
the manipulation and deceit he is exposed to is absurd.
     
4.  Heck, most people that buy OTCBB stocks think they 
are reporting 10Q and 10K.  They think that since they 
are "listed" they report financials.  Fortunately, this issue 
is being resolved with the Eligibility Rule.  It is time to 
take fraudulent activities head on and take another step
and regulate shorts.
     
Please impose regulation to protect the public from 
fraudulent activities.
