DRAFT EDGAR Filer Manual (Volume II)

This draft Filer Manual, posted before Commission approval of potential regulatory changes in this release, is provided as a service to our filing community to assist filers, agents, and software developers prepare for potential changes the staff anticipates. Since this is a draft manual, the SEC retains the right to change any part of the manual before the new system release is made final. In addition, the final EDGAR Filer Manual (Volume II) (Version 22) is subject to Commission approval and may be revised before approval or not approved at all. Similarly, the posting of the draft manual does not indicate Commission approval of any pending proposed changes relating to the potential changes reflected in the draft manual. The final version of the manual will be made available as and if approved by the Commission, on the SEC's Public Website.

Changes to the DRAFT EDGAR Filer Manual (Volume II) - EDGAR Filing (Version 22) are being made to update the filer manual to reflect changes scheduled to be implemented on January 14, 2013.

• A new submission type, IRANNOTICE, will be added on EDGARLink Online for filers to submit notices of disclosure filed in Exchange Act quarterly and annual reports under Section 219 of the Iran Threat Reduction and Syria Human Rights Act of 2012 and new Section 13(r) of the Exchange Act. Filers may access this submission type from the 'EDGARLink Online Form Submission' link on the EDGAR Filing Website. Additionally, filers may construct XML submissions for this submission type by following the EDGARLink Online XML Technical Specification document.
   
• EDGAR will be updated to allow filers to submit, on a voluntary basis, submission types 497AD, 40-17G, 40-17G/A, 40-17GCS, 40-17GCS/A, 40-24B2, and 40-24B2/A in Portable Document Format (PDF) as an official filing format. EDGAR will continue to accept ASCII and HTML as official filing formats for these submissions.
   
• The deployment of the new online version of Form N-SAR will be no sooner than April 2013. The specific deployment date will be announced. When the online version of Form N-SAR is deployed, the following changes will be made:
   
  DOS based application to create Form N-SAR documents will be retired and filings created by the DOS based application will no longer be accepted. Form N-SAR will only be able to be filed using the online version of the form available on the EDGAR Filing Website or constructed by filers according to the EDGAR N-SAR XML Technical Specification. Submission form types NSAR-A, NSAR-A/A, NSAR-AT, NSAR-AT/A, NSAR-B, NSAR-B/A, NSAR-BT, NSAR-BT/A, NSAR-U, and NSAR-U/A will be accessible by selecting the 'File Form N-SAR' link on the EDGAR Filing Website. Filers submitting submission form type NSAR-U should continue to prepare the text document with the applicable answers and attach it to the NSAR-U submission form type accessible from the 'File Form N-SAR' link on the EDGAR Filing Website.
   
  "EDGAR Filer Manual, Volume III: N-SAR Supplement" will be retired. Instructions to file the online version of Form N-SAR addressed in Chapter 9 of "EDGAR Filer Manual, Volume II: EDGAR Filing" should then be followed.
