this is insufficient. this merely references the index page of the company and there are no links on that page to any proposed rule filings or order handling policies. apparently, the SEC does not even have a copy of this on their website. worse, such a document might be changed without any notice or public notice. it appears to me that some practices began without regulatory approval.

such a statement also means that the regulators first have to consult the exchange's manual to see if a particular process is permitted.

notice that some people do not live on the east coast, so allowing viewing in an exchange or public reference room is not very accessible to us.
