I agree with the proposed change to rule 46 allowing the Chairman to designate more or less than 20 floor governors as needed. I agree on the basis that a set number of "officials" could be deemed either inefficient dependant on rank of governors and trade volumes. For this reason, the Chairman should have the ability to throttle and allocate resources as he or she sees fit.
My only concern is that the amendment of rule 46 may lead to overstaffing, which creates greater expense or vice versa leaving less than needed resources to ensure fair trade practices. I would be interested to see the average usage used to determine the need for the change and additional or less resources. I would expect supporting data to prove the need for both less or more officials.
