Subject: File No. S7-42-10 - Comment from Diane Pagen

Dear SEC Commissioners,

Please do not give in to industry pressures on Section 1504 of the Dodd-Frank Act (the Cardin-Lugar Amendment) - and make sure that ALL companies are covered, every country and every project gets reported, and loopholes that would allow large sums of money to go unreported are closed.

My Comment:

Africa does not need our charity. What Africans DO need is the ability to benefit from their own wealth and resources, including their oil. That oil belongs to the people, not to corrupt government dealmakers. Please make it a requirement for the oil companies to be disclosing their dealings with ENG and other African governments. There should be ZERO exemptions to Section 1504.
