I am the minority leader on House Ways & Means in New Hampshire, and have served in the legislature for 16 years, 14 on Finance and W&M, and on my county executive committee for fourteen years, and have worked with various sub-town district problems and problems of school district bonding. We cannot afford to increase costs by treating sub-units of state and local governments differently than the governments themselves. All our bonding is backed by our full faith and credit and we have an excellent track record. Please do not impose the Volcker rule on bodies that have never had to deal with it and have no history that would justify it.
