The proposed ruling contained in S7-41-10 is not the way to insure mine safety. Additional paperwork added to the mining industry will accomplish nothing but increased expenses to the miner and increased expense to the government to hire personnel to oversea the influx of reports.
The best way to insure mine safety is on site by the mining company and its employees.
I suggest that this proposal be abandoned.
