I recommend that the staff create a webpage with a listing of every SEC regulation, with a link at each regulation that goes to a comment box like this one (and allows attachments). This will consolidate the comments on each regulation and allow the staff to review the comments in a focused manner, thereby facilitating the formulation of proposed amendments to the regulations.
The same might even be done with section numbers of Federal statutes administered by the Commission because a person making comments might feel that the Commission has authority under certain sections of Federal statutes but has not exercised such authority in the manner the commenter feels would be appropriate (such as creating a new exception to a statutory requirement).
