The uptick rule is important. Behavorily, common investers do not want to buy something going down. Short sellers can put too much pressure on stocks going down. To keep small common investors like me investing, I have to know that the system is safe and fair.
Enforcement on short sellers for no naked shorts, and the uptick rule is very fair. Short sellers are betting a stock is going to go down. They should not be able to also create that lower price.
