Dear Chairman Schapiro,
I would like to encourage you to reestablish the up tick rule. I believe this will assist in bringing stability and balance in the equity markets.
It is much easier to create an aura of fear and doubt than confidence and optimism. I would argue that the practicality of the up tick rule was proven over the many years that it existed.
