As Long- Buy position need to pay margin interest charge if such account doesn't have not enough cash, the Naked Short Sell should pay the margin charge too since the naked short actually doesn't have shares in its account at all.
The charges on the Naked Short Sells could be credited to the shareholders annually or so.
This way would place the fair stand for both Long and Short traders, and thus good to the free market system.
