Leveraged and inverse funds are important options in an investor's tool box. They aren't needed all the time but are imperative under certain conditions to provide protection and even liquidity in the markets. Sufficient guidelines are already in place for investors to participate. Placing additional requirements will ultimately reduce the choices an individual requires to make important decisions.
