Dear Members of the SEC:

I am writing to persuade you NOT to ban, prevent, or make the purchase of leveraged and inverse funds more burdensome.

These funds and ETF's provide valuable portfolio protection as well as opportunities for enhanced returns for average investors who do not have large sums of money to invest.

I am capable of understanding leveraged and inverse funds as well as their performance characteristics. I am a well-educated adult individual who does not need an "investment parent" limiting or evaluating my ability to make personal investment decisions. To do so is un-American.

In my experience, these types of investments have helped me positively manage my portfolio in both directions of market volatility that is so prevalent in today's markets, especially in light of computerized, quant, and algorithmic trading. These funds allow me to compete, on a level playing field, with institutional investors who frequently and unfairly dominate the direction of the investment markets.
