Dear SEC,
Leveraged and Inverse Funds are important to all levels of investors for various reasons:
1) They allow you to quickly hedge a portfolio. In Retirement accounts, where shorting is not allowed, they are sometimes the only hedging option available - other than liquidating your assets and then rebuilding your portfolio from scratch all over again.
2) I understand the complexity of these Funds. I would encourage you to perhaps a develop a basic questionnaire to test someone's understanding rather than abolishing them altogether under the (false) assumption that the public doesn't understand them.
3) Blocking their availability would impede my freedom to choose - and isn't that what free markets are all about?

In the end I'll just say that banning such funds would be akin to banning knives from all American homes just because they may injure someone (besides, unlike Funds, knives don't even come with a prospectus or manual).
