I saw the SEC proposal 34-87607 and I think you are being to restrictive on individual investors like me. I am 75 years old and been buying stocks a long time. I don't know everything but the leveaged or inverse funds are exactly the type of investments I like, need and want.
Even after the decline, I am satisfied , may not over joyed but satisfied. The market will come back. I UNDERSTAND THAT AND WILL WAIT.

FURTHER, I dont want a third party evaluating your capability to do so and potentially preventing me from buying them.Y
I want to preserve the long-standing free public markets where investors and their advisors have the freedom to buy public securities without additional government-imposed limitations on investor choice.
I made these decisions with my eyes wide open.
