My choice whether or not to invest as a bear or bull should not be determined by a third party. If I am able to invest in funds that benefit from an up market I should also be able to invest in funds that benefit from a down market. If you are putting restrictions on one you will have to put restrictions on all. Please do not do that. Resources would be better directed if they were used to add money management and investing classes in our primary school systems. Educate instead of regulate.
