Leveraged etfs play an important part of my portfolio. Of course, due to their volatility, they play a small part. Most leveraged etfs are well structured using highly regulated and financially backed instruments. Most importantly, leveraged etfs allow smaller accounts to more cheaply access leverage than what most margin accounts provide. To limit access to these wonderful instruments across the board would be a great disservice to the small investor.
