I am a trader and investor and I see the proposed legislation as unnecessary. It is clear both in the description of a fund and a view of the fund's chart that the leveraged and inverse funds are riskier investments. Different traders/investors have different risk tolerances. Asking for extensive financial information will not identify which individuals are comfortable with riskier investments. Investing in these instruments should remain a decision of each individual, not a decision based on providing the "correct" personal financial information.
