I strongly disagree with the rule limiting leveraged and inverse funds which prevents full functioning of markets. In many ways, such funds are no different from uncovered options, which allow investors to leverage the multiplier effect and hedge against losses. Since they do not have time constraints like options, they serve an even more essential function than options, for balanced investing and preservation of capital.
