I am a small independent investor that would be negatively affected by the proposed new rule.
The very last thing this country and the American small investor, is a new rule limiting investing opportunities to the average American.
a. Leveraged and inverse funds are part of my regular investment strategy and portfolio.
b. Myself and many other investors are perfectly capable to understand its operation, benefits and risks.
c. Do not create market entry barriers for the average American by creating a clearly discriminatory regulation.
