I respectfully request that the SEC withdraw its proposed rule #S7-24-15. In short:

(1) I invest in leveraged and inverse funds.

(2) I am a Fellow of the Society of Actuaries and fully capable of understanding the issues and risk surrounding these investments.

(3) I don't want or need any outside party deciding whether I'm smart enough to understand these investments, and I certainly don't want an outside party to hold the power to decide whether I get to invest in them. Who says any outside party is smarter than the investing citizen?

(4) The US financial markets are supposed to be free and open markets where citizens can invest as they see fit. These proposed rules are a direct assault on the freedom of citizens to make their own financial choices.

Please withdraw these proposed rules.
