To Whom It May Concern,

I am extremely surprised and appalled about the proposed changes and rules in SEC Release No. 34-87607. The belief that people who are mentally capable of driving a car, voting, taking out loans, etc, are not able to understand the risks which are clearly stated by any fund management company/brokerage/etc. is nothing less than insulting, and is very concerning, to say the least.

Free market principles have guided our economy, and the financial success and prosperity, for centuries now. If we turn our back on them, and the government creates laws and statutes which demonstrate a conviction that the people are no longer capable of making their own decisions, we are departing from those principles and succumbing to the alluring false sense of security and stability which is derived from the people giving up control of their lives to a governmental entity.

I urge you with all my ability to reject the rules which would seed distrust in the ability of the SEC to create fair and just rules, as well as rules which demonstrate a lack of trust in the peoples' ability to make their own decisions.
