This rule is unnecessary. "Buyer Beware" is a common sense mantra, which should be applicable here. With the ease of availability of more or less up-to-the-minute" information on smartphones nowadays, I would expect the folks who trade or invest in ProShares can be informed well in making buying and selling decisions, managed by their own demands of "risk and reward/loss".
