I disagree with this proposal.
The worst that can happen to these funds is they go to zero, but that is the same with stocks too. Investors should not have to prove they are semi-professional traders or rich to have access to these funds. The risks are clear. Inverse funds are especially important for smaller investors because this is often the only way these guys will have access to bearish trades.
