Hi,
Please do not put unnecessary rules on leveraged and inverse funds for investor. I am using it to hedge against my shares. They are very useful for small investor like us.
People who invest in such products knows what they are doing and I am well aware of the risk. There is no need for third party to handle this for me.
Lastly, leveraged and inverse funds should be traded freely just like any other shares.
