Please do not limit the public's ability to trade leveraged indexed financial instruments. This is one of the few ways the average person, who is sufficiently sophisticated with markets, can trade limited capital to achieve their financial goals. This can work in both rising and falling markets.
Promulgating such rules, along with the existing and onerous Wash Sale Rule, hurts the average investor, who is already taking risks with his or her hard earned savings.
Please show some concern for the small investor and not just large financial institutions.
