An individual investor acting and investing on their OWN, with NO advice or guidance from a financial institution nor a "financial advisor", should never be subject to this sort of oversight. These investors are acting entirely on their own with their own money. They must educate themselves and fully understand the risks they are taking with any investing strategy. It should never be up to some governmental agency, in this case the SEC, to force them to supply personal financial information and perhaps be denied being able to invest how they personally desire. These individuals are investing their OWN money and making their OWN decision.
