This proposal hinders my ability as a small investor to increase my returns and offer some protection in a down market. As a small investor I probably would be blocked from purchasing these funds. I realize the risk involved and very mindful of what amount I should invest. This proposal would in my mind change the process of freedom to invest as we want.
