Dear Sir or Madam: Regarding Proposed Rule #S7-24-15, I would like to share my concerns with you: 1. Leveraged Inverse funds are important to me, as they allow me to seek enhanced returns and help protect my portfolio. 2. In a world of ZIRP, NIRP and, in general, a low interest financial environment like in the forseeable future - IT IS ESSENTIAL FOR INDIVIDUAL INVESTORS like me TO HAVE THE MEANS - such as Leveraged Inverse Funds - at my disposal TO COMPENSATE for these circumstances and achieve adequate returns. 3. I am FULLY CAPABLE of understanding Leveraged Inverse Funds and their performance characteristics, and I STRONGLY DISAGREE with a third party evaluating my capability to do so - potentially preventing me from buying them. 4. I want to preserve the long-standing free public markets - where investors and their advisors have the freedom to buy public securities without additional government-imposed limitations on investor choice WHICH BENEFIT FEW and DISADVANTAGE MANY. -Thank you.
