As an individual investor who understands the risk in capital markets and have experience in buying securities for more than 20 years, I request you to reject the elements of the proposal 34-87607 that will limit individual investors' ability to trade leveraged funds for the following reasons:
1. Leveraged funds are important to individuals like me to help us enhance our returns.
2. Individual investors like me understand the risks and do not want a third party to evaluate our capability to take/not take the risks involved.
3. Individual Investors like me want to ensure that we have free public markets with freedom to buy public securities that meet our risk/reward criteria.
