Dear SEC. I am a retired private investor who invests in diversified assets, including exchange traded and mutual funds that invest in inverse markets. I believe these investments are important in keeping free and undistorted markets. If the proposal is adopted I could lose my benefit of portfolio protection by inverse funds. I could be prevented from buying them by an overly burdensome qualification process. Brokerage firms could even stop offering these funds altogether given the difficulty of implementing the regulations. Please do not adopt this proposal. Margaret E Zukowski
