Please do not limit my ability to invest in inverse and/or leveraged funds. Some of these funds make it possible to hedge against losses in my retirement accounts. I do not know ANY individuals who invest in these things without knowing their dangers or who do not use them simply as hedges. I believe that they are a very useful tool and investors should not have to jump through hoops to access them.
