The whole point of investing in the stock market is taking control of your financial life, with all the benefits and responsibilities that comes with it. This proposal is morally and pragmatically wrong, for it will not produce the said results.
Plus, like most political proposals nowadays, I personally believe that the practical effect of this will be to add another layer of difficulty for small investors to make it in the market, thus protecting major players. We have seen this ten years ago and will be seeing it briefly.
Please put this nonsensical proposal down and let people make their own decisions by themselves.
