I am a young investor and I find it very beneficial for me as an individual with little money to be able to take advantage of leveraged funds that are provided by ProShares. It is the sole responsibility of the individual investors to understand the risks associated with leveraged funds. Your regulations have not been proven to solve any problems and would ultimately hurt or disadvantage investors like myself.
