I own a large position in a ProShares leveraged fund. Your proposal would drastically limit my ability to sell those shares, potentially causing great economic harm to me.
If this were to happen, it could potentially expose the SEC to litigation, for interfering with the function of free and efficient markets, in addition to the potential financial harm inflicted upon individuals.
