Hello,
I am a retail investor who trade 2X and 3X ETFs. I am writing to express my objection to the proposed rule.
Just like every investment, leveraged fund is risky. The key is disclosure and education, not a rule to cripple them completely. That will diminish varieties of investment for all of us.
If you go with the proposed rule, next step would be crippling stock markets, as they are risky too.
