Comment on SEC Proposed Rule #S7-24-15: 

I heard the SEC is considering limiting or eliminating an investor's ability to purchase leveraged funds. This seems like regulatory over reach. While I do not personally think an investor should have their entire portfolio in a fund with these characteristics, these funds most certainly have a place in limited quantities within a well-diversified portfolio. Whether the function of the holding is to provide a form of insurance or whether it's speculative in nature, the free market and the individual investor, not a regulating body, should be able to decide whether or not this product is suitable.
