Comment on SEC Proposed Rule #S7-24-15: 

1. I should not be deprived of the opportunity to invest in leveraged and inverse funds. These funds allow me an opportunity to seek additional returns, or to protect my portfolio. 
2. I am capable of understanding the risks, and possible rewards, of investing in leveraged and inverse funds. I do not need a 3rd party to "evaluate my capability to understand the characteristics of these funds, and to possibly prevent me from buying them when I feel that they may be appropriate. 
3. I prefer that the SEC preserve and protect an open and free public market, where I have a right, and the freedom, to buy public securities. 
4. If the SEC feels that they need to "do something" I recommend that they prohibit Congress from trading on insider information, which they have been doing since our nation was founded.
