Comment on SEC Proposed Rule #S7-24-15: 

Leveraged and inversed funds are a means for knowledgeable, individual investors to take contrarian view to markets. Sure they are riskier investments, but serve a purpose and are more convenient than shorting individual stocks or the options market. The risk is clearly stated in the prospectus plus an additional warning on broker sites. I don't like SEC telling me what funds are suitable for my speculative investment accounts.
