Comment on SEC Proposed Rule #S7-24-15: Greetings: I am a retail investor and personally manage all of my investment accounts. I am very concerned about this proposed regulation that could restrict my ability to trade leveraged funds. I have been working with leveraged ETFs for nearly 10 years and have developed a system for trading them that has been very profitable. I am very comfortable trading these funds. I do not want a third-party evaluating my capability to trade them and potentially preventing me from doing so. In addition, I want to preserve the long-standing free public markets that allow me to buy public securities without additional government-imposed limitations on investor choice. I implore the Commission to dismiss this proposed regulation. Regards, William Fleming
