Comment on SEC Proposed Rule #S7-24-15: As a small investor ($200k exposed to the stock market) I feel that a vehicle like ProShares offers me a consistent and reliable investment with leverage capabilities, which such leveraging would normally only be found in much riskier platforms, available to far more specialized professional groups. I understand the risks inherent in "inverse" funds which may play the markets downside as well as the upside. Yes, I do watch the market everyday, but I seldom trade at all. I own a wide variety of securities, including bond funds, and think I am careful about balancing my entire portfolio. I am also holding a strong % cash position in case of an unexpected sell-off.
