Comment on SEC Proposed Rule #S7-24-15: I disagree with this ruling. The 3x and -3x funds are NOT leveraged funds as far as my understanding and research. I do not use leverage funds which are not back by cash in my account(s). I use only cash in my accounts and cash that I have evaluated the risk and management of the risk before investing. In worst case scenario, if the funds went to zero, i would loose on cash value to zero. I am aware of the risk and the funds in my account(s) when trading is not set up for my financial life style and security, yet for investing knowing the potential loss and/ or gain.
