Comment on SEC Proposed Rule #S7-24-15: I am very concerned and disappointed that the SEC could impose requirements and a qualification process to "allow" me to purchase leveraged or inverse funds. I have successfully invested and managed my investments for over 40 years. I expect the freedom to buy public securities without any additional limitations. I fully understand leveraged and inverse fund performance and am appalled that the SEC could potentially prevent me from buying them. These investment options are important to me for enhanced return performance that can help balance my portfolio. I also fully understand the risks. I strongly urge the SEC to abandon pursuit of this unprecedented proposal. Regards, Richard Bennett
