Comment on SEC Proposed Rule #S7-24-15: Commission Members: The proposed Rule #57-24-15 will hamper my attempts to profit from market movement without purchasing options. Both leveraged and inverse funds are important to my investing strategy as a small private investor using retirement and personal money. They are particularly important for protecting my portfolio during market declines. I have used these products successfully in the past and object to having a third party evaluating my capabilities and possibly preventing my investment. This seems an unnecessary government imposition on the freedom of markets and my ability to make use of those markets Regards, Eugene Barrington
