Comment on SEC Proposed Rule #S7-24-15: 

Commission Members: 

The proposed Rule #57-24-15 will hamper my attempts to profit from market movement without purchasing options. Both leveraged and inverse funds are important to my investing strategy as a small private investor using retirement and personal money. They are particularly important for protecting my portfolio during market declines. 

I have used these products successfully in the past and object to having a third party evaluating my capabilities and possibly preventing my investment. This seems an unnecessary government imposition on the freedom of markets and my ability to make use of those markets
