Comment on SEC Proposed Rule #S7-24-15: Implementation of restrictions on a harmless recreational practice is an encroachment upon civil liberties. Alienation of any kind is a constitutional violation. The basic principles of American values are being threatened by any proposal to force a qualification process on exchange of goods and services. I would recommend that: Any actions that impose restriction on American activities should be subject to court action. Regards, Micael Bennett
