Dear Sir/Madam, 


I am opposed to any means testing for leveraged ETFs. Younger people that has less assets but have a longer investment horizon should be entitled to the same investment opportunities as everyone else. This proposed rule truly smacks of elitism. The unintended consequences will be the increased illiquidity in these funds which is not a desireable thing as it leads to sudden downdrafts in price. 


You cannot protect investors from themselves. Investing is inherently risky. It is up to the individual to decide for themselves on which risk/reward level is appropriate for their personal needs.
