I am writing to complain about the aspects of market volatility that I think are due to lax enforcement and poor judgement on the SEC's part. With stocks like BSC being shorted to the grave, it's a wonder the SEC has not acted sooner, but, as a citizen, I'd like to voice my support for the re-enactment of the uptick rule and the enforcement of existing SEC rules and regulations. In the era of the internet, there is absolutely no reasons buyins should not be forced and, if the commission is having trouble gathering the data on their own, let me encourage you to investigate http://www.buyins.net/ where you can see exactly how many stocks have been naked shorted to an outrageous extent. The SEC chair's response today shows no knowledge of their own laws, and I'd encourage less talk and more action on your part. Thank you for hearing my concern,
