Naked shorts should be banned for all companies. If the shares can't be borrowed, then shorts should not be allowed. There should be consequences if one fails to deliver. If someone fails to deliver, they should be banned from trading for 90 days. If they continue, then next they should have a stiff fine. If it continues after all that then they should face a stiff jail sentence.
