Dear Sir/Madam

My qualifications are that I am a "Joe American" that works hard and the money I invest is dear to me. I appreciate that you as a requlator are trying to protect investors and give equal protection for all. It appears to me that the broker dealers must play fair and not allow special privileges to their friends and families. Since the stock market is their lively hood it seems fair to hold them accountable for irregularities that they can control such as "naked shorts" and other violations of SEC rules. If they can't abide by rules they shouldn't be allowed to participate. This should apply to stock exchanges in other countries also. If they cannot paticipate properly don't allow them.
